Local land charges

Applying for a search

Every time a property or plot of land is purchased, leased or a valuation carried out, a search is undertaken. Searches are usually made on your behalf by your solicitor or agent. The search will reveal information that the council holds on that particular property or plot of land.

Local authority search

The Local Land Charges (LLC) register has transferred to the National Digital Register, making buying a property in Cheltenham quicker and simpler for everyone. The LLC register records legal obligations enforceable against a property and binding on successive owners.

From 1 September 2022 we no longer provide an Official Certificate of Search under 'LLC1' and personal searches under Environmental Information Regulations 2004 ‘EIR’. 

We will continue to provide replies to all Con29 enquiries.

Enquiries of local authorities (2016)

The CON29 is a questionnaire used to make further enquiries of the council. It contains many 'warning' questions, the answers to which you will not find on any statutory registers.

Examples of the information only to be found by submitting a CON29 are:

  • compulsory purchase orders
  • proposed tree preservation orders
  • many informal notices under planning and highway laws which cannot be found on any register
  • road proposals or schemes (including road widening)
  • proposed enforcement action

System constraints mean that we are currently unable to answer some questions individually due to the time and cost involved. However, an upgrade to our systems in the near future will enable us to answer each of the CON 29R questions individually.  Pricing will then be reviewed and published for each question.

Our fees are set in line with government legislation which came into force in April 2009. We have identified fees where appropriate for certain questions. The published fees are subject to any change in VAT status.

All searches submitted must be accompanied by an OS plan of the property. We aim to issue search results within 10 working days of receipt of the appropriate fee.
