Mandatory disabled facilities grant (DFG)

The mandatory disabled facilities grant (DFG) helps towards the cost of home adaptations and facilities so that disabled people can live independently in their own homes and is available to:

  • home owners
  • tenants
  • occupiers

The person making the application must be the owner or tenant of a house, flat or mobile home and will not necessarily be the disabled person who needs the work carried out.

Home adaptations covered

The home adaptations covered by the grant include the following:

  • stair-lifts
  • level access shower facilities
  • ground floor bathroom and/or bedroom
  • ramps
  • door widening

If you are a council or a housing association tenant and you need minor adaptations such as grab rails, you can request this work directly from your landlord.

The amount of grant assistance available

The grant is “means tested” which means that your income and savings will be taken into account to decide whether or not a grant can be paid. We will also work out what level of contribution (if any) you would need to find. 

If you'd like an indication of your likely contribution please speak with your occupational therapist and they can arrange this.

Please note that adaptations for a disabled child are not subject to a means test calculation.

Funding towards your assessed contribution

You could get funding to help you if you're not able to pay a means tested contribution for home adaptation works. The funding could cover the cost of your assessed contribution where the contribution is less than £10,000.

Shortfall funding

Although the disabled facilities grant has a maximum grant limit of £30,000, the adaptations needed can sometimes cost more than this, particularly if the work includes the construction of a ground floor extension.

For this reason, we may consider offering you financial assistance to cover the shortfall between the maximum grant limit and the actual cost of the work.

Repayment conditions

The grant covers the cost of the adaptations up to maximum grant of £30,000.

If you own your own property and the cost of the grant given is more than £5,000, we will place a local land charge on your property.

If the property is sold or otherwise disposed of within ten years of the grant being awarded, we may ask you to repay any grant over £5,000 up to a maximum of £10,000.

Making a disabled facilities grant application

Applying for a grant

The first step is you will need an occupational therapist to assess your needs who will then refer you to us. You can arrange for an assessment by contacting:

  • The occupational therapist will carry out an assessment before sending us information on any adaptations needed
  • A grant officer from Cheltenham Borough Council will arrange a home visit to look at the proposed adaptations and complete a means test calculation
  • We will make an offer of grant assistance confirming any contribution you need to make towards adaptations
  • You will need to arrange for plans and a specification of the proposed adaptations to be prepared and sent out to a number of specialist building contractors so that estimates can be obtained
  • Submit the estimates and completed grant paperwork to us as a formal grant application
  • The grant approval is issued
  • The successful contractor can start work on site
  • On completion of the work, we will inspect the adaptations and arrange payment for the work

We strongly recommend that you appoint a surveyor to help with the preparation of plans/specification, obtain estimates and supervise the work when it is on site. For further information on what is expected from a surveyor/agent please read our information sheet on protocol for agents.

Please note that grants cannot be paid retrospectively, so work must not start on site until the grant has been approved.

 

We advise that you seek permission from your mortgage provider and ensure you have adequate household insurance before proceeding with any adaptations to your home.

These grants are given by the council under Part 1 of the Housing Grants, Construction and Regeneration Act 1996.
