What is mutual exchange?

A mutual exchange is when two or more council or housing associations tenants, agree to swap homes with each other.  It can be a simple one-to-one swap or part of a larger chain involving several tenants.  You must written permission from your landlord before any move takes place.

Who can apply?

You can normally apply for a mutual exchange if you have one of the following tenancies:

  • Secure council tenancy
  • Flexible/fixed-term council tenancy
  • Assured housing association tenancy
  • Some fixed-term assured shorthold tenancies

You cannot exchange if you hold an introductory or starter tenancy.

Your landlord may also refuse an exchange if:

  • You have rent arrears
  • The property would be too large or too small for your household
  • There are legal notices or possession proceedings in place
  • The home is adapted for disabilities and you do not require the adaptations.

Step 1 - find Someone to swap with

You can search for another tenant to exchange with using:

  • Homeswapper – free for all CBC housing services tenants
  • House exchange
  • Exchange Locata
  • Local advertising and word of mouth.

When registering online, you can:

  • List your current home
  • Search for suitable properties
  • Message other tenant
  • Arrange viewings

Step 2 - view each other's homes

Before agreeing to a swap:

  • Visit the property in person
  • Check the condition thoroughly
  • Make sure it suits your household size
  • Confirm the rent level and any service charges

Remember, you accept the property in the condition you see it.

Step 3 - apply for permission

Once you have found a match:

Both tenants must submit a mutual exchange application to their landlords.

The landlords will exchange references and carry out: 

  • Tenancy checks (for example your rent account)
  • Property inspections

Your landlord must provide a written decision within 6 weeks/42 days

Do not move until you receive written approval.

Step 4 - complete the paperwork

If the exchange is approved:

  • Your landlord will prepare the legal paperwork.
  • You must sign your new tenancy (Deed of Assignment) before moving.
  •  A move-in date will be agreed between all parties.

Important things to remember

  • Do not exchange keys or move without written permission – it can lead to eviction
  • You must not offer or accept any payment for the exchange – this is illegal
  • Clear any rent arrears before applying
  • Start planning early – book removal services, notify utility companies, update your address.
