Neighbourhood Planning referendum

Leckhampton with Warden Hill Neighbourhood Plan referendum information statement

A referendum relating to the adoption of the Leckhampton with Warden Hill Neighbourhood Plan will be held on Thursday 7 May 2026. 

The question which will be asked in the referendum is:

“Do you want Cheltenham Borough Council to use the Neighbourhood Plan for Leckhampton with Warden Hill to help it decide planning applications in the neighbourhood area?”

A person is entitled to vote in the referendum if on Thursday 7 May 2026:

  • They are entitled to vote in a local government election in the referendum area; and
  • Their qualifying address for the election is in the referendum area. A person’s qualifying address is, in relation to a person registered in the register of electors, the address in respect of which they are entitled to be registered

The referendum expenses limit that will apply in relation to the referendum is £2775.77.  The number of people entitled to vote in the referendum by reference to which that limit has been calculated is 7013.

The referendum will be conducted in accordance with procedures which are similar to those used at local government elections.

Referendum on the adoption of the Leckhampton with Warden Hill Neighbourhood Plan

  1. A referendum will be held on Thursday 7 May 2026 to decide on the question below:

‘Do you want Cheltenham Borough Council to use the Neighbourhood Plan for Leckhampton with Warden Hill to help it decide planning applications in the neighbourhood area?’

  1. Applications to be included on the register of electors for this referendum must be received no later than Monday 20 April 2026.
  2. New applications for, or amendments or cancellations of postal votes and amendments or cancellations of existing proxy votes must reach the Electoral Registration Officer at Municipal Offices, Promenade, Cheltenham, GL50 9SA by 5pm on Tuesday 21 April 2026.  Applications for a postal vote can also be made online: www.gov.uk/apply-postal-vote
  3. New applications to vote by proxy at this referendum must reach the Electoral Registration Officer at Municipal Offices, Promenade, Cheltenham, GL50 9SA by 5pm on Tuesday 28 April 2026.  Some applications can be made online: www.gov.uk/apply-proxy-vote
  4. Applications for a Voter Authority Certificate or an Anonymous Elector’s Document valid for this referendum must reach the Electoral Registration Officer at Municipal Offices, Promenade, Cheltenham, GL50 9SA by 5pm on Tuesday 28 April 2026.  Applications for a Voter Authority Certificate can be made online: www.gov.uk/apply-for-photo-id-voter-authority-certificate
  5. Applications to vote by emergency proxy at this referendum must reach the Electoral Registration Officer at Municipal Offices, Promenade, Cheltenham, GL50 9SA by 5pm on Thursday 7 May 2026.
