An in-TRO to the Traffic Regulation Committee

On 16 December, Gloucestershire County Council’s Traffic Regulation Committee will meet to make a recommendation on the amended Cheltenham Transport Plan (CTP) phase 4 trial. Here is everything you need to know about this meeting…

A Traffic Regulation Committee can be called to advise the county council after a Traffic Regulation Order (TRO) consultation where there are significant outstanding objections. The cross-party committee of nine county councillors will consider the arguments for and against the scheme and make a recommendation on what the outcome should be.

The next Traffic Regulation Committee will meet on 16 December at St Paul’s Church in Cheltenham to consider the CTP phase 4 amended trial and make a recommendation to Gloucestershire County Council's cabinet, who meet on 20 December to make a final decision. While Cheltenham Borough Council are the scheme promoter for CTP, it is Gloucestershire County Council which will make the final decision on the scheme as the highway authority for the county, with responsibility for changes made to roads within Gloucestershire. 

The county council has been collecting formal representations about the Phase 4 amended trial of the Cheltenham Transport Plan (also known as Boots Corner) since the junction was amended in June 2019. There is still an opportunity to submit a formal representation about the amended Experimental Traffic Regulation Orders (ETROs) by 23:59 on 3rd December.

Simon Harper, Head of Democratic Services at Gloucestershire County Council, said, “The Traffic Regulation Committee is a meeting open to the public and we are expecting this one to be popular, so for health and safety reasons you have to book a place to guarantee a spot in the church on the day. If you have made a formal representation to the council regarding the Phase 4 amended trial you can request to speak on the day, and I encourage everyone to familiarise themselves with our FAQs beforehand.”
