Make an application
We offer a range of pre-application advice and support for animal activity licences.
Before you make your application, make sure you have:
- checked you're not disqualified from making an application
- read the appropriate conditions
- read the Defra guidance documents
- understood the animal activities star rating scheme (if applicable)
Application form
You need to complete our application form for all new applications and renewals.
You also need to complete the relevant appendix if you are:
- selling animals as pets
- hiring out horses
- keeping or training animals for exhibition
- breeding dogs
- arranging accommodation for other people's dogs
All applications are required to submit the required documents including a preventative healthcare plan (PHP). You can find a PHP template and guidance on the British Veterinary Association website.

We will send you an acknowledgement email when your application and payment has been received.
Licence fee
You need to pay the application fee after submitting your application. This is the first of two parts of the licence fee and covers the costs associated with determining the application to the point that it is ready to issue. The amount you pay will depend on if you are applying for one animal activity or to be a franchise or arranger.
After we have inspected and the licence is ready to be issued, we will ask for the issue fee to be paid. Please be aware that the licence will not be issued until this has been paid.
