Will tacit consent apply?
Yes. This means that you will be able to act as though your application is granted if you have not heard from the local authority by the end of the target completion period.
Before you make an application, we recommend that you:
- read the full guidance notes
- read the licensing policy
- talk to and take advice from the responsible authorities, especially the police. This may reduce the chance of objections to your application

Please get in touch with us directly if you need to do any of the following:
- Apply for a variation to a club premises certificate
- Tell us about a minor change to your existing premises or club
- Tell us about a change to your existing details or club rules
- Tell us about a change to your existing club premises
- Renew your existing club premises certficate
Download and complete an application form
When you make your application, you will need to give us:
- a completed application form
- fee
- copy of the club rules
- declaration for a club premises certificate
- a plan of the premises
- operating schedule
You will need to send a copy of your application to the responsible authorities:
- Gloucestershire Constabulary at Cheltenham Police Station
- Gloucestershire Fire & Rescue service
- Pollution Prevention
- Health & Safety enforcement
- Local Planning Authority
- Child Protection
- Trading Standards
Adverts
You will need to advertise your application by:
- placing a public notice in a local newspaper no later than 48 hours from the date of your application
- posting a notice at the premises
