The council's procurement strategy
Cheltenham Borough Council with its partners has approved a procurement and contract management strategy that sets out our common collaborative framework approach to procurement. Our overall objective is to improve the way the council and our partners procure services, goods and works and manage contracts to ensure our activities are undertaken efficiently and economically whilst contributing to the realisation of the economic, social and environmental benefits for our communities.
The council is developing a common approach to achieve a simplified effective procurement across all partners by focusing on activities which lead to financial savings and improved practices in accordance with National Procurement Strategy; The Public Contracts Regulations 2015 and Local Government Transparency Code 2015.
This approach includes a common procurement strategy; contract rules standardised processes, policies and documentation with the aim of making it easier to engage with, and improve the experience for all our suppliers especially Small and Medium Enterprises (SME’s).
The council and our partners are seeking opportunities for innovation and partnerships which are available from working with others in the public, private and voluntary sectors to balance two clear priorities:
- Delivering efficiencies and quality
- Developing and embracing socially responsible and sustainable procurement, by engaging with local and regional suppliers to promote the local economy and taking account of the social, economic and environmental impact of spending decisions
