Parking fines (Penalty Charge Notice)

There is a formal process for appealing against a Penalty Charge Notice (PCN) which is independent and not determined by the council. Complaints regarding the outcome of your appeal cannot be dealt with by Cheltenham Borough Council as there is a prescribed procedure to follow.

Upon the issuing of the PCN, you may make an appeal either in writing or via the online portal to parking services. If your appeal is rejected, you may make a second appeal to us once the Notice to Owner is issued to you after 28 days. If your second appeal is rejected, you may then ask the Traffic Penalty Tribunal to independently review and decide on your appeal. Please do not make payment if you wish to appeal the PCN.
